Heres a thought, try switching to 89 for a couple of tanks and try finding a station that their gas have ethanol in it. My car's MPg has dropped recently and I believe it is the high octane gas that I have putting in it.

I'm thinking more people are not buying the higher octane fuel because of the cost and it is sitting longer and getting stale. with the ethanol in the fuel, the shelf life of gasoline is about 3-4 weeks.

i have used 89 octane non ethanol fuel for the last 3 tanks and my power is back and the mileage has jumped up to about 270 miles a tank. most people are going to say that still is bad, but I have a full exhaust system including a header, TP, catback on the car.

I can't find a single gas station in my local area here in Florida that doesn't use ethanol.

i average 28mpg city and thats me pushing the car hard when not i get more around 30-31mpg.
I am going to call a major BS on this.

I am running all season tires in AP1 stock size.

I have average 28.554 (yes I track my mpg) for the 13,591 miles I have put on my 03 in the 18 months I have had it. I do very little city driving as I have a DD. The average of 5 best tanks = 33.7
The average of 5 worst tanks = 23.69

16 does sound a little low, but 28 in the city is complete BS.

This comming from the guy who ran 404 miles in a single tank. Link below.

MPG has alot to do with how you drive, not what you drive.
