help, i think there is something wrong

in the front near my bumper, cant pin point exact location. there this gas leaking type of noise. it is pretty loud, happens when car is on or off. i have no idea what it can be. first time i happened. i think there might be something that happened with AC because it doesnt feel as cold.
If it happens when the car is on or off, then turn the car off and try to find out where the sound is coming from. Or at least be a little more descriptive on the location of the sound.
Obviously sounds like pressure leaking. Does it make the sound when the engine is cold? Does it seem like the issue could be stemming from the radiator at all (hoses/clamps that connect to it, etc), or is the sound not coming from that? Any smells or dripping of liquids on the ground? Does the sound change when your toggle your AC on/off?
You can do a pressure test for your AC for pretty cheap to isolate any freon leaks. Being that you suspect it being the problem, it's a pretty good first step on resolving the issue. Chances are that is what it is, mainly because you suspect it and your ac isn't blowing cold air...you hear a gas leaking...freon leaks are common...etc.
I would imagine the sound would get quiter over time when the engine turns off, being that the ac compressor will stop and the pressure will equilibriate with the atmosphere as it leaks out. Again, if your engine has been off, say overnight, do you still hear gas leaking in the morning? Is it loud? Is there a change in sound intensity over time?

def not tire. sounds like its coming from radiator area. it happens when the car is off and on. now the noise has stopped. i went to go drive around and turned on the AC full blast... well lets say it feels cooler to roll down the windows. so i think thats problem.
as for being overnight, it just happened this morning after coming home. i let the car just sit for an hour. there was still noise. drove a little bit to test AC and after that the noise disappeared. i will go do AC test on monday.
