Sounds just like another New Rome. This little POS town was eventually stripped of it's rights to have a police force. This doesn't sound as bad as New Rome, but I've been through many areas where the speed limit of 25 should be at least 40. They are there solely to create revenue, and in some of these small town cases, illegal revenue.
