So many shift knob recommendations, mostly for Voodoo; let me say I received the Honda titanium shift knob as a birthday present last year, and love it. As it's the same shape as the one he has now, he's unlikely to hate the way it feels in his hand.
In your price range, do not get a radar detector -- you can't afford the only really good one (V1) or the other one that is getting close (8500).
I'll agree with many others above: a genuine performance mod is pretty tough in your price range.
Test pipe isn't a bad choice in theory, but there is that whole atmospheric degradation thing.
To me, the shift knob or an X-brace seems right (except he probably already has a brace; if not, it seems like a very good choice).
And I'll also agree with the above regarding interest in whether you have a sister.

Get a test pipe. They can be found for 100 dollars or so and will be the first speed mod I do to mine. It replaces the catalytic converter.
Regarding other ideas, the titanium shift knob may not be a sure bet, either. I don't think I'd use it, as I prefer a leather shift knob.

Regarding performance versus bling, there are some accessories that are practical even though they aren't performance parts. Full length floor mats protecting the cross bar (available from Rick's or Muz) would be one example, though I'm not sure they're within the budget. Rick's 7/8 wind deflector would let him drive faster with the top down. The convex left outside mirror from Muz would give him better visibility with the top up.
No, I don't have a sister. Sorry...I got him the voodoo shift knob - he said he wanted one n he picked it out so i guess its alright...anyone know how much the clear jdm side markers would cost? he said something about those also.
