loose carpet piece on drive side floor

I've noticed a loose piece of carpeting on the driver side floor today. It looks like it was laid that way on purpose. If you look on the driver side floor, on the square bump that cuts across the floor you will find a small bump under the carpet approximatly 3-4 inches from the door.. The carpet flap covers this bump (screw if the carpet comes up )and it doesn't stay down. Anyone else notice this and how can I fix it. Btw.. put the top down for the first time today...sweet!

It's there because the floor mat anchors to the floor, so it doesn't slide around. No way to get around it.

I heard that the cut was there because they didn't do the installation correctly- remove the seats, moldings, etc and remove the carpet to expose the floor and then install the carpet holder, then cut a small hole for it to poke through...

Is there a reason it couldn't be done without cutting that big gash in the carpet?
