If you do find a solvent that will remove paint, test it first by pouring it into a styrofoam cup and let sit for while. If it doesn't dissolve or punch a hole in the styro, you're "probably" OK.

Thanks for the advice guys. I have to run to work tonight but will get some close up pics of the headlamps when I get a chance. More than likely I will be able to do this tomorrow.

And no, I have no clue why anyone would do this. What pisses me off even more is that I didn't notice this when purchasing the vehicle!

Call a paint shop and see what they would do. I know they have all sorts of fancy tricks on removing paint and what have you not.

I bought some paint remover from autozone a while back it was called forumla A auto strip,I used it to remove the paint on my valve cover and it just came right off...I got too excited and poored the whole bottle on it and it got on the rubber seals but it didn't damage them at all.

I would highly recommend doing this process off of the car. If you decide not to do it this way, make sure you tape the edge of the headlight opening. It wouldnt take much of the harsher abrasives to go right through the paint on the sharp crease at the edge of the body. Good luck.
