With that said, my statement takes into consideration most vehicles on the road will gain much more HP from bolt-on's then the s2k's would.

Why? because Honda's focus wasn't to get the most comfort, fuel economy and cost-effective production (by doing cross-platforming), it was built for track use and to targeted that market within that income bracket.

70mm single, top end header (j's, megan) and tuning will net you around 225-230 rwhp. I'd say exhaust, header and tuning would get you around 30-35 for other cars, just like the S2K.

Bolt ons make power. People don't realize this because they're used to putting on comptech exhausts, mugen headers, and aem intake and gaining 3 horsepower from it all.

So if I have a Mugen header, test pipe, and Comptech exhaust your saying that they are substandard to other parts on the market?

I don't think he means "substandard" . . . more along the lines of not researching the mod route and just buying items because of brand names.
