Paypal's terms may play a part and it's worth reading through them, but your state's laws will supercede them if they conflict. Getting advice from an attorney is a good idea so they can check the law on it. Most likely though, you could send him a certified letter, return receipt requested so you have documented proof that he received it. In the letter, recap the situation and your attempts to reach him. Be professional. Give him something like 10 days to get it or you start charging reasonable storage fees. Again, state laws will determine what you can do and you need to look into it, but you can proly give him something 90 days from the day you start charging storage until it's deemed abandoned.

The receiver can simply refuse to accept the shipment so just sending it back without some coordination is not the solution. Truck rolls up with a parallelized engine in the back and the receiver can simply not take it off the truck
