i pulled mine off because it was kinda loose...

 

It's a gravel collector.
When you next go out to your car try to rattle the lowest part of the bumper to the right (and left) of the exhausts and viola gravel will come out. Discovered this after owning the car one year. And to think I've been driving around with all that.

 

Good god..... your right... WTF?

 

I went out to remove mine, and my car blew up...
Anti-explosion cowling, I guess.

It's the REAL secret compartment. Too bad it only holds road debris. That damn thing is sharp too, I almost cut myself on it polishing my exhaust.
