Familiarizing yourself with how these cars are priced in your area is key. I don't know how these cars are priced in your local market, but that seems to be priced decently considering the fact that this car is being sold by a dealer. From a quick glance it looks like it might have a just bit more wear and tear than first meets the eye, but it would be worth investigating to see if everything checks out okay. I would make the dealership remove their sticker from the bumper before handing over my money.
Not a bad price but personally I wouldn’t pay over $15k for an AP1 with 90k miles, and I’d want an ‘02-03. It may be that prices are higher in California than IL though.

I’d be surprised if the dealer had that much room. ‘02-03 has glass rear window and some suspension changes, off the top of my head. I believe it has some other changes as well (google 2002 S2000 changes and you’ll find a list).

After our first meeting but before the test drive he disclosed that hes asking 16000
I made an offer 14750 Canadian so that i had enough to pay for an inspection. If something undisclosed arises, is it fair to ask for more off the price?
thinking back, I feel like i should not have made an offer above my disclosed number when i still havent had an inspection done, but if no other expense arises, should be worth 15000 in my books since theres a large soft top tear.
i dont have a problem paying damn near what its worth to make sure i dont loose the opportunity here due to being cheap and standing firm on 13500.

It depends on your spending habits, lifestyle, and how you manage your finances, really.
My take is, while the S2000 is a GREAT car, it has many drawbacks due to its form factor of being a 2 seater convertible. Lastly, it's going to be a toy, and ONLY a toy. Therefore, I was firm on my budget.
Believe me, over spending on a used car doesn't always guarantee you a better conditioned car. Dumb luck or not, there's always "hand-over fixes", stuff that worked well with the previous owner, and as soon as it gets into your hands, it breaks for no reason at all.
So my take is, if you have a budget, stick to it. Sellers will ALWAYS try to squeeze a little more out of you, don't give into them.
I felt pretty good offering him 14750 as a fair price for the car but after sleeping on it i got cold feet a bit. I think I was a bit in awe and overlooked some things he mentioned I'm not sure I should have. In tend to believe what people say and he seemed legit.

And only the slightest tic shifting into third, but I was super cautious and shifting a bit low around 3000rpm which I read can do that when low. It only happened a few times as I was getting used to it. I drive a manual del sol daily.
Front bumper replaced because he ran over a rug so front vin don't match. I didn't check trunk vin because I didn't know to look for it until now so I'll check that because if there was anything to worry about, it would have damaged trunk too, right?
There's also a ton of rock chips, bit that's to be expected and a few shoddy spots he used white touch up paint to cover them, to prevent rust I assume. Seat bolsters worn, but new rear tires letting me overlook that.
Engine light came on before our first test drive, throttle pedal/position sensor code, said he had sensor cleaned or something like that I believe. He ran it a month before he let me test drive.
I probably shouldn't overthink things until an inspection is had that tells me if I can actually afford the car or not after revealing condition. At the end of the day I only really know civics anyways and only helped fix a handful with bodywork being where I help and do majority of work.
