You don't. Whatever they made that plastic out of, it can't be glued. Each roll hoop assembly should have just been unbolted in its entirety as one big plastic-and-metal chunk.

When it was assembled in the factory, they threaded a small wire through the seam and ran current through it to heat the plastic and melt it together.

Since that's not so easy to do at home, if you want covers on your roll hoops, you'll end up buying new roll hoop assemblies.
