Progressive throttle engagement
I have noticed that there seems to be a secondary resistance level on the gas pedal, about 3/4 of the way down. What does this do? It feels like something additional to the throttle is involved. I havn't tracked down the throttle cable yet to see where it goes. Is it something to do with VTEC engagement? It almost feels like the old A/C disable switches when the pedal is on the floor, but this happens at about the 3/4 point.

Have you checked to see if your carpet is bunched up under the pedal? It may sound silly but it's been known to happen.
Where does the throttle cable go? To the throttle body!
Go to the throttle body and use your hand to physically move it through it's full range of motion (car OFF). You will find that it will have that same secondary resistance IF it's really there. I doubt you will find it. Therefore, look at the bunched up carpet thing or a possible cable binding situation.
