I am looking at a 07 with 8500 miles and am about to make an offer. The question is when I started the car

Sounds normal to me it will drop down after it warms a bit. But from a cold start thats normal.

Thanks, my GTI does not idle that high and I did not remember that my RSX Type S did either.

Just to kinda clarify "why", the catalytic converters work better when they are hot. The car's ECU automatically idles high during a cold start to get the cat up to operating temp faster.
But like everyone's already said, this is perfectly normal.

^To add on, its actually the entire car. engine/engine oil all perform 'better' - wear characteristics not power.. when warm.

Ya if you let it idle for about a minute or so and give the throtle a shot it quickly drops down. Cold or warm outside all my cold starts idle around 2000 for a period of time and I have an '07
