I tried removing that bolt as shown in the picture (putting the top up 1/4 way makes the bolt easily accessible).

But that assembly is just a guide piece for the belt to enter the roll hoop area where the actual reel is located.

I'm not sure what you mean by tilting the reel forward, I couldn't reach inside with my fingers.

You should be able to reach the inertia lock with a flat blade screw driver. On most cars, it is just a little piece of metal with teeth in it, that slides forward when under braking. You should be able to push it back with a flat-blade screw driver. If this still does not work (belt tension is too high to disengage) reach under the front of the seat with the wrench and undo the bolt that is holding the belt to the floor. You will most likely be working blind, as you will have to reach ALL the way back, but it is do-able. It took me about 10 minutes to get it 1/2 off. If i rememeber, that is a 7/16 bolt. That is a rather long bolt, IMO, for the purpose, but I guess its better overkill than not.

Here is a link for a thread that has a PDF version of the service manual. If you have to get into the tensioner, this manual tells you EXACTLY how to do it.

Thanks to everyone with their input - and for the free Service Manual

I fixed it myself this morning. I removed the two front seat bolts, so that the seat would flex more, as well as the belt guide shown in the previous pictures (the one with the rubber bolt cover).

That gave just enough slack to disengage the inertial reel so I could pull out the belt and unhook it. Thanks again!!.

Congrats 03 AP1! glad you got it without having to cut or break anything. Great responses from the S2KI members, a real "Jimmy fell down the well" kind of response. One I doubt you'd have received from any other car forum on the web.

Super funny, this reminds me of the movie "Planes, Trains, and Automobiles" when John Candy is trying to take his coat of an he manages to get both sleeves caught on the seat and is forced to steer with his knees. Classic!
