The airbag sensors have everything to do with it, just not to avoid touching the rollhoop, as stated if the seat is all the way back it will hit the roll hoop without a problem. Or at least, the way honda modified the rails to accomodate the new sensors have everything to do with it anyways...

The 06/07 seats do not recline as far as the older seats (pass side only), extra sensors were added to it.

For those that say you don't notice a lack or recline, move your seats (both of them) all the way forward at the bottom/base, then recline the backs on both sides all the way, you'll see a difference.

Do the same thing with an older MY (00-05) and you'll see why this thread was posted.

Yeah it's only been a problem for me on longer trips when the passenger wants to give up some leg room for recline.. normally it's never an issue.

Sell them and get some aftermarkets! You still won't be able to recline but you'll have some hot seats

I noticed if I put the passenger seat too far reclined, it'll rub and squeek. It happens when someone's in the passenger seat, so I lean it forward a little so it doesn't touch. Also, I just checked. The headrest doesn't touch the rollhoop like your picture.

Its not a problem. I have buckets in my 06. Buddy Club makes seat rails for 06+ passenger. Drivers side rail is the same.
