At this point, I would have to agree. Without a copy of the original FS post, there isn't much else to do.

You know, there is not a dismounting fee when you are mounting new tires. Come on, SoS is willing to pay the return freight and refund the 200 he paid for the rubber.

If the OP is seriously asking for "dismounting" money then he's being a bit shaddy himself. Tire places charge the same amount for taking one tire off and putting another on, as they do for simply mounting tires. One of my local shop charges the same amount for 2 tires as they do for 4.

Note to Self, don't buy used race tires to drive on the street.
This is true.

No they don't. Less labor involved plus no tire disposal fee.

Yes they do, and you don't have a disposal fee if you're taking them with you...

Save yourself the time and aggravation, refund the $200.00 and call it a day.

No dibs, even if your title is ADMIN! Let's see what Visa AND Mastercard say since the $ was split amongst the two cards.

You wasted too much time on this transaction.

Dispute the charge on your CC for the ENTIRE transaction.

The vendor will have to respond to the CC company inquiry.

At that point, send the CC company the pix showing the '50%' tread.

The vendor will have a losing battle with the CC group, he will lose his time, and he will get a mark on his chargeback limit.

Enough.
