I have the same issue. I can't get mine to budge. I inherited a car that sat out in the rain with the top down. Seats are all the way back and rusted really bad. I've tried a screwdriver/hammer cmobo w/o any luck. Need to get some penetrating oil. I'm hoping that if nothing else, I can unscrew the front 2 bolts and bend the rail back and forth enough to break it in the back to get the seats out..... That or maybe I will just tear the seats apart enough to get to the back bolts... either way, need new seats.

Seems like the most direct solution to me. If you're careful about drilling out the old bolts (mostly getting the drill centered on the old bolt), you can use a tap to clean it out and just might (I said might) be able to use new bolts in the old, drilled out nuts.
I'd certainly try this before I ripped through the top of the seats to get at the tops of the bolts, unless the seats are absolutely trashed.
If the seats are total trash, tear through them, spray the tops of the bolts to try to get penetrating oil into the threads, then spray penetrating oil on the bolts from the bottom. Hit them several good whaps with a hammer to further loosen the rust and use an impact wrench to remove (or twist off) the bolts. If the bolts twist off, you're back to drilling them out, but with easier access from the top.

Hopefully this will help someone else with a similar situation.
What ended up working for me was to remove the bottom of the seat. There are 2 10mm bolts on the sides and 2 8mm bolts underneath which will allow the bottom cushion to be removed. Once that is removed you can access the rails as well as the rear bolts holding the rails down.
If you no longer need the seat bottom, you can even pull up on the front of the cushion to help get to the bottom 2 bolts. Mine were completely rusted, I knew I was going to throw them away, so I did just that.
I have attached the diagram from the Honda Service Manual that I have... I highlighted the bolts I am referencing to remove the bottom cushion.
