Most of my experience is with Fords, but here is my take on the S2K VIN sequence/build number situation. Between my dad and I, we've owned several Ford SVT vehicales. These are limited production, and you recieve a certificate with your build number. The VIN is worthless because it is sequential for all Mustangs (in the case of the Cobra) and F-150's (in the case of the Lightning). In this case, not all Cobra's have a sequential VIN, there were probably quite a few GT or V6 Mustangs in between (or before). That is why SVT gives you a certificate...
The ITR is probably similar to the Fords. Since the VIN doesn't seperate it from any other Integra, Honda gave them a unique build number. The S2K on the other hand is a unique model. Now, the sequential VIN is unique and is the same as the build number.
