Aren't water damage cars usually the worst of the rebuilt/salvage title cars? Depends on the extent of it I suppose.

The only thing that might make this car a good deal is if all the mechanicals are judged to be in top condition by a reputable mech.
Costs for repairs of any kind are not cheap and the money you seem to be saving now may not be saved at all if you should run into problems.
If you buy the car and do run into problems and have them fixed, the car will not be worth any more than your original price.
IMO, if the car gets a good report card and your willing to accept the risk,you should also plan to keep this car for several years and maintain a complete record of any work you may have done on the car during your ownership.
Problems or not, this will insure that you get a fair trade-in or re-sell price when the time come to buy something else. Good luck.
