The celica owner has to pay for the damage his car caused to yours. If he has no insurance, then your insurance will cover it, and they can go after him for the damages.
A guy hit my car and he didn't have enough insurance to cover the costs to repair my car. I had to pay my deductible and my insurance company covered the cost to fix my car, but then went after him to recover the money. He only paid 80% of the bill, so my insurance company refunded me 80% of the deductuble.
