yes it makes a huge difference who pays the insurance and who insures you especially at that age. if he were to insure himself even with just liability it'll prob. be like 3k/6 months. if THE CAR is under the parents name and he's not on the list then the rate will be cheap but i dono how much protection you will get when u crash b/c he isnt listed as a driver...the parent will probably get all the blame and then start to pay ridiculous amount for the next 5 years.
it's not coming out of our pocket so who are we to judge him...
