AP1 shocks on an AP2?
You have a few choices right in front of you.
Bolt on the ap1 shocks as is
Get those '06 ap2 springs being offered, and mount them to the ap1 suspension.
Mix and match front rear from either ap1 or ap2 to create a custom bias.
A big question is how will any of these setups combine with your '04 ap2 swaybars abd what front rear biaswill result. I have a suspension calculator spreadsheet that will allow you to plug in any of these combos and see the combined results. You can try one, see the results, then if its not suiting you, decide if you want mote front or more rear, and see what spring mix match combo goes in the right direction, then try that.

An OEM (especially Honda) wouldn't change spring rates and leave the damping alone.
The exception to that would be if they wanted to tune out some deficiencies in only ONE component.
Honda has a culture of changing spring and damper rates in a very exacting manner, even if a small/seemingly unrelated change is made on the car. They even change spring rates/dampers on pedestrian cars like Accords to support trans choice/model year/options. They're anal about that stuff.
They deliberately changed spring rates to change the car's behaviour. That would absolutely necessitate a shock damping change, from an OEM design standpoint.
Spring rate changes over the years were not small. They changed spring lengths to keep the ride height the same. No chance they left the damping alone.
(XX)MY springs on (XX)MY shock would get an end user or tuner "close enough" by aftermarket or "workshop" standards. But not OEM standards.

The damping is different when the springs are different. But that doesn't mean you can't mix and match effectively. The amount the damping has now changed due to wear is 'probably' more than the difference between damping in one model year and the next.
Everyone with aftermarket springs on their stock shocks is using a spring that differs from what that shocks damping was designed around...
