I didn't use Deoxit but I did clean the shaft area behind the plastic dust cover, then regreased. I know the shop manual says to grease the area between the seal and the dust cover but I guess I have a hard time understanding how any of this helps if the grease is on the shaft outside the seal. When you say you cleaned with Dexoit can you be a little more specific about how you did it?
Ok you have the dust boot, then beneath that is the shaft seal, lift the shaft seal enough to stick the little red tube that comes with the Deoxit D5 spray can under the shaft seal, and dump a bunch of Deoxit in the unit. It's a lubricant designed to clean out potentiometers. Don't jam the tube too deep in the unit, just enough to get past the seal, then let the excess drain out. Then lightly grease the space between the dust boot and shaft seal. It'll help the shaft seal keep out crud by keeping it pliable.

After help from Slowcrash-101, I tried to clean inside of torque sensor. However, there was no room to spray DeoxIt D5 since I didn't take the torque sensor out. I extended an extra straw I had and connected to the D5 straw using heat shrink. (Formed U shape too)
using a hook pick, I lifted the inner seal & slid the straw.
and...
(I just hit "Submit" when my wife yelled...*sigh*)
I think I might fixed my shaky steering (when cold) by this method. I need to wait a longer to be sure. Applying grease won't help anything as Slowcrash said.

Still haven't fixed mine on my '02 yet. Trying to decide between a refurbished rack, a new torque sensor assembly, or just trying to clean and re-grease it. I see the torque sensor assembly for the CR is $70 cheaper than the one for the AP2. I wonder if it would work as well.
I remember reading somewhere that the AP2 had a slightly slower steering ratio than the AP1, which might account for the different part numbers and why Honda just discontinued the AP1 part if the AP2 will work in it's place as others have reported. I just wonder if the CR is also different again, maybe back to the quicker ratio of the AP1.
My steering felt really heavy, so I put It on jack stands and played with the steering. I could turn left easily but when I try turning right, it’s definitely a struggle. Would clean and regrease fix this?
