Default AP1 Vehicle Speed Displaying 0mph

Hello All, This is my first post so roast me if I'm dumb

I have a 2002 Ap1 who has gone through use and abuse from 6 different owners to me, she pushes hard but has a few minor issues here and there. My local Honda dealer has proven me time and time again that they have no experience dealing with her. Her biggest problem is with the speed sensor not reading correctly. She is on 17 inch RPF1s from the previous owner and is always 10mph above on her display. I have gotten use to it after a few years, but time to time when I'm driving the dash displays 5mph and then stays at 0mph. This triggers the check engine light for the speed sensor and occasionally the EPS light comes on. I have brought it to the dealer and they said it was the ECU, after they installed it, it still happens. She kicks in sometimes and displays the mph after twisting the ignition off then on. This has been getting more frequent. I have gone through some electrical wiring charts and notice that the AMPs on the fuse for slot 4 is higher than it's OEM one. It never did this for a few years so I'm wondering if that is even the problem. I have attached it below. Where do I even start? Do I DIY the sensor on the transmission? Trace wires? could someone give me some guidance on what is there to fix? Thank you so much!

The RPF1 are not causing a 10mph error.

Check the ground on the back of the cylinder head, it is a direct ground for the speed sensor.
