What's "Low" voltage? Should read 12-12.5 VDC with the car off. Anything less that indicates a voltage problem which typically is a bad battery and/or a grounding issue. With the car on you should read anywhere from 13.5-15 VDC. Anything less than that indicates a bad alternator. A low voltage that would cause problems with the ECU would probably be somewhere <11VDC range. Are you experiencing any other electrical problems like dim lighting or the engine not turning over as fast when you attempt a start?

I just so happen to have a good ECU removed at 60K from my 2001 which I can let go for $90.00 plus shipping.
