Default braking issues

My car has been feeling a bit unstable lately when I brake. It's not the brake fluid and the tires have tread and air. Any ideas what could be causing this?

More details would help...probably an unbalanced wheel or warped rotors. Could also be bad brakes (i.e., near the end of their lifespan).
