How would something that senses the position of the throttle possibly influence whether the valvetrain opens and closes properly? Answer: it can't that's the timing chain's job. Better yet how would the throttle plate sensor possibly influence ring sealing? Answer: it can't.

Your problem is likely a burned valve, it happens when the clearance on the valves gets too tight. I pray to god I'm wrong, and all you have to do is correct a valve clearance or two. Your problem is only going to get worse so I would look at the valve clearance first and foremost, then once you ruled that out we can give you a better idea of where to go.

NO If the compression test was done right you have a mechanical problem. (burnt, tight, leaky valves or a problem with rings) I would run from this shop. What year car and what kind of history does it have?

No. The TPS has nothing whatsoever do with compression. Compression is sealing of valves to the valve seat, valve guides to the valves/head, and rings to the piston and cylinder wall. If you have an AP1 there is an issue on '00-'01 cars related to the oil banjo bolts. At extreme speed (Defined by Honda as extended use over 105 mph) or Forced induction the reduced supply can manifest itself in scored piston 4 walls. It was enough for Honda to change the Banjo bolts on later years. Back at that time a guy named Wyoming Barry posted a lot of information on the condition.

The fact they even said TPS indicates they are clueless. That or they were messing with you. So you would "call them out" on things you obviously don't know much about or you would not be asking the question here in the first place. Move on to another shop. The issue is more likely related to a valve issue( I.e. Cracked retainer on an AP1).

Utah

P.S. Not sure what state or area you are in but if you scroll down in the Forums you can find your area. There are many great mechanics that can quickly help you out for free. I "volunteer" all the time here in Utah.
