anyone know what it really means or how to fix it?

1. Reset the ECM (Pull "BACK UP" fuse for 1/2 a minute)
2. Turn ignition ON
3. Wait 30 seconds

Do you get another P1607?

If YES - substitute with a known good ECU. If this works, you need a new ECU.

If NO - go to step 4.

4. Turn ignition OFF
5. Turn ignition ON
6. Wait 10 seconds

Do you get P1607?

YES - sub a known good ECU. If this works, replace original ECU.

NO - Intermittent failure, system is OK at this time.
