You have a 2002 model year. Its not uncommom for this model year to have deformed fuel filler necks as Xviper has stated. I had a 2002 model year as well and had the same CEL that you have stated. The gas cap will click 3 times even though the cap is not tight. Its not the gas station attendants fault. The fuel filler neck will prevent the cap from threading completly, clicking 3 times prematurely, and not forming a tight seal. You need to replace the fuel filler neck.

The TSB is 04-002, which applies to some CRV's, Insight's and 02-03 S2000's. There is a VIN break for 03 models, but all 02's apply.
