Without any history of what was done to the car we can not help. As many of us know it's not a stupid car - it's the owner...

what would you like to know about the car?
the only electronic thing installed on the car aftermarket is a stereo that's been in there for months.

Have you bothered to check your battery? Flickering of the cluster is a sign that the Alternator is starting to fail. As it fails, your battery dies.

It's not like an alternator flicker, the cluster is flickering at all RPM's and nothing is registering. It's really dim, flickering is inconsistent, and does not change due to RPM's, speed, or anything.
nothing else is having problems.. (except the running lights are flickering at the dash's pace really dimly)
everything else is just fine except the cluster is nuts.
it starts up everytime without any issues.

TOP WORKS NOW after i clipped the VSS wire.

If i pull the cluster/dash light fuse my power steering quits working.

Took it to Honda and apparently the cluster like motherboard or something went out and i had a loose ground wire on the back of the cluster..

I really think it may have just been the loose ground wire though but, i can't be sure. I'll probably never know unless it happens again.

$1000 later it's fixed.
