so you just bought this i am assuming and cant even drive it at night cuz of the brights????
i would just order all oem stuff from hondaautomotiveparts.com and do it yourself,.....you dont need to pull the bumper off,...removing the wheel and a few clips to the fender liner allow enough access.

why would a aftermarket hid be used? arent oem hid's sufficient?

Have an auto electrician check out the wiring first. This sounds more like a dumb wiring issue.

^you're better off buying an quality aftermarket HID kit and rewiring the harness to OEM.

if you have a multimeter, make sure there's power coming out of the low beam wire. Check fuses as well. Incorrect wiring sometimes leads to blown fuses.

edit: well that MAY explain something.. looks like the previous owner run into the same issue, and spliced the wiring in this manner to band-aid the problem.. possible

Hmm sounds like someone really messed with your car. Take a couple of high res pictures of the wiring and such that could help
