does the wheel need replacing, is the belt rubbing too much?

It's the paint coming off the idler, and a typical condition. I've seen it on namy S2k's and other hondas. don't worry about it.

That look like a tension pulley. It push the belt and make belt not loose. It should be easy to replace but I'm not a mechanic sorry.

Slows2k and fperra are experienced and correct. Trust the forum moderator and the veteran.

I believe that what the other guest meant was "If it spins freely with no noise, there is no problem."

You didn't mention any noise in the original post, you just posted the picture. So . . . It's just the paint. Don't touch it.
