I'm not sure if you're pointing out where you actually hear the hiss, or where you think it is. If you actually hear a hiss there, it sounds like a leak in one of the air hoses. You should hear a hiss a couple of minutes after the engine warms up, kind of like a blow-off valve kicking in....that's the air recirculator in the driver's side front bumper turning off.
This one is a better pick. Its a valve of somesort. If you remove the black cap, you can feel air being sucked in. But Ive never noticed how loud it was, wondering if its normal? Even after a long drive its still on.
The valve pictured is the "air control vacuum control solenoid valve". When air induction is not operating this valve closes to prevent any exhaust gasses from flowing back into the system. It sounds like for whatever reason your valve has failed open.

P.S. Most likely a loose vaccum line. Did you switch from CAI back to stock? Aftermarket air cleaner?
