Running a bulb at lower voltage does nothing but make it dimmer. There will be no damage. Either run a lower wattage bulb, or PWM the hihg beam to make it run dimmer. A drl dimmer will do the trick.

My suggestion: Don't mess with your lights! The way the HID lights are aimed, you will need your high beams when driving on winding roads at night. I sometimes even find myself using my high beams on very dark roads that go up and down.

But if you want to butcher your car like you described, the best way to do it is to wire the relay for the high beams (after disconnecting it from the combo switch) in parallel to the relay for the HIDS. You will then use a low wattage lamp in place of the high beam lamps so that even though they are aimed high, they will not blind oncoming traffic. Your high beam switch will be useless at this point and when you turn on your HIDS, you are also turning on the new lamps that replaced the high beams.

If you find anything that is unclear above, go with my first suggestion of not messing with your lights!

i have drls on my 06 and so it uses the brights at like 50 percent, if i dont use the high beams other wise would it be ok to use a higher wattage hyper yellow bulb just for the drl since it only uses about half power?

Both high beam and low beam are interlocked, like interconnected inside the headlight assembly. When you adjust the lights, the whole assembly is adjusted, as far as I know. So unless you find like a 30W bulb to fit in there, you're either going to blind the uncoming traffic, possibly pissing off a cop, or if you adjust lower, you're going to have a real low low beam, literally like 25 feet in front of you. It's going to be a compromise, or illegal. Just get foglights.
