Try listening to your fuel injectors with a screwdriver like in this video to see if they are properly working. Cause since you went through plugs and coils. It can either be fuel injectors or bad compression?

For me I had P1399, P0300, P0301 and P0303 with obviously a flashing CEL and thought it was scored cylinder or something horrible. It was just 2 bad coil packs which is highly unlikely but what caused it to be faulty was the spark plug seals from the valve cover backed out and had oil leak in.

But when I had this problem, I hunted for information on these codes for hours and heard most of these misfires were due to clogged or faulty fuel injectors and bad compression.

Also, did you try a compression test or leak down test?

Usually flashing cel means DONT DRIVE IT. It means intimate permanent damage to a component. But as others had stated, a flashing cel is most likely a misfire, its a flashing cel because misfires can and will damage the stock cat. From my experience it is NOT a emissions warning, its a real code that is pending or it can even turn into a solid cel. Heres my experience

My flashing cel was a misfire p0301, I literally got so pissed of this dam flashing cel I didnt care if i blew my motor, went on the highway and kept flooring it in 6th till the flashing cel went solid. If I blew the motor I have plans for a ls3 lol When you use fuel cleaners it loosens everything up and sends them straight to the dam injectors to clog them up as we dont have a fuel filter. All we have is a filter sock that covers the inlet of the fuel pump. Merge onto the highway and red line 1-3, that cleared my injectors right up. If that doesnt do it, youll need to get them professionally cleaned which isnt bad at all, roughly 12 dollars a injector. I havent went past 6k in probably 4-5k miles and thats probably why my injectors flow or spray pattern on cylinder one wasnt up to par.

Going past 6k every couple hundred miles or so does some good, clears carbon build up, moves fluids around and through crucial components.
