Why is that a civic hb, that is pushing 206 to the wheels can outrun an s2000 that is pushing 270-90 to the wheels? i was just lookin at a guy who is selling his hb and he says he ran 12.7

There are few reasons why it would out run a S2000 on the drag strip and probably barely on the street, if at all!
He says it ran 12.7 in the 1/4 with a 1.7 sec 60ft time with SLICKS! That's about .3 sec better 60ft time than an S can do at the strip on street tires. Also those slicks might be drastically smaller than stock wheel/tire diameter. Making the car rev a lot faster by using more gears. It's an easy way to drop your ET with out adding HP. You can also disconnect power steering belt, take off your muffler or disconect your AC belt if applicable. There's alot of ways guys drop tenths at the track but add righ back on when they hit the streets.
Also the car is about 400lbs. lighter than a S2000, so that helps a lot too.
On the street there's no doubt in my mind that A SC S2000 would stomp on that car and a stock S2000 would be a good match for it.
Those are just some of the possibilities, or the car could just be fast, but probably not.

Yes, the s2000 is poor choice for drag racing. It's biggest problem is traction, and once you have traction, then you have to worry about the rear end and half shafts breaking. The hb is better "out of the box" than the S for drag racing.
