Is it best to replace the bolts holding the head down when doing the swap or is it ok to reuse?

 

The bolts are not torque to yield so they are reusable. Chase the block threads with a tap and scrub the bolt threads with a brush and solvent. Lubricate the bolt with engine oil and torque to spec in three steps.
