Leaking washer bottle?
My car doesn't see a lot of inclement weather, so I don't get to use the windshield spray washers very often.
Went to use them the other day and they were bone dry. Popped the cap, started filling and once it got near full the fluid started leaking. It didn't all leak out though.
Took a closer look at how the washer bottle works:

And it looks like the filler arm/tube detaches from the main reservoir. I did have that fender repainted a few years ago, what are the chances that they didn't re-insert the filler arm if they removed the fender for paint?
Since this is a 2-piece setup, is there any expectation that we should be able to fill it up all the way to the neck?

You mean fully insert it? It must be partially inserted since you were able to mostly fill it before it leaked.
2 choices:
Live with it. You dont use it that much anyway. Just dont fill it all the way.
Fix it. Take it apart, see what is wrong. Assemble it properly, or replace it if its damaged.
I am not aware of any common issues with leaks that you should be looking for.
