Sounds like you still are gonna have to have someone check the fuel pump. If it starts and run when you hit the pedtal, probaly means gas stravation, when you take it off from your pedtal.

If the fuel is contaminated take out the filter and have someone spray compressed air to clear it out. If any sand comes or dirt comes out, then you know what your problem is, bad fuel.

sugar in the gas tank won't do anything to a modern car.
* Ha, whatta ya know. Wisconsin is right, about the most it'll do is clog the fuel filter, maybe an injector. Go figure.
Since the engine is limited to turning no more than 180 degrees, there's no point checking compression or checking fuel tank. Find out what prevents the engine from turning more than 180 degrees. Most likely engine internals (unless you forgot to put in neutral while hand-cranking the engine). If not planning on rebuilding an engine yourself, tow it in to have it checked out and fixed.
Hey guyz i dont know very much about engine but my father and i where BROWN nosing the engine anywayz he on the other hand does have some experience on engine.....
well after taking the valve cover off where it says" DOHC V-TEC "
we started to unscrew the spark plugs as usaul you start on the first one from front of car to back of car direction . we noticed that the spark plug would turn turn turn and turn so it wigles too but it wont come out ok my father says let go to the rest and we will come back to that one # 2,3,and 4 comeout with out a problem.... so my father says you know what i think the problem is going to be in piston #1 but then MY FATHER SPOTS A Valve that is way too loose to be normal the little "U" shape piece that holds the valve is so loose it touched the ring of the spring ......
so we think that this is what is holding the engine from turning over it either bent or broke the vlave so the bent or broken valve is misplaced between the pistons and the other valves
i kind of did a little PC ART .. to give you a better concept
the red high light is the valve that we think is messed up...
the lime green high light is where we think it broke or bent.....
the last high light that is light green is the piece where it's so loose it touches the spring ....usaully it has to be tight where it will stay in place
also thats the same valve section where the spark plug wont come out ............

Sounds perfectly similar to a dropped valve. Rocker arm doesn't usually break and even if it does it won't seize the engine. A dropped valve which is much more common from a cracked retainer results in what you exactly described.
