Now,

The Big Question is how did I fix the CEL Issue. Any Troubleshooting recommended?

I'm already checked the Bulbs from the Cluster and all of them are good.
Already checked all the grounds and they seems OK (Specifically, wich is the most important ground point for the ECM?)
ECM Plugs and wires are OK

The ECM Power relay...., not sure which one it is?, where is located?

just a thought, he said the car had no cluster when purchased. Is there an off chance that he ended up with an AP1 cluster by accident and that no CEL is displaying because the plug is incorrect?

No, I had to purchase an AP2 Cluster, The AP1 Cluster does not fit on the AP2 dash Harness

Crazy Thinking...., I'm really worried that a mouse comes inside the dash and bite the wire harness.

This car was sit down in a yard from around 3 years!!
