Piece above header?

What is this piece right above the header? I searched but couldnt fin any info on s2ki. I assume its a vibration dampner. Do ap2s have them also. Just curious

06+ do not have it. If you remove it, it reveals a channel with holes into each exhaust port on the head. The channel runs through the back of the head and into the egr. It is part of the air pump system.
