Plastic bag...
my stook ate a bag once - i hate the smell of burning plastic, so naturally i was very interested in losing the smell.
i didn't actually find it until i installed my invidia. apparently one small patch of plastic got stuck on and just melted and melted and melted....
aside from the smell burning plastics are supposedly very unhealthy - i'd say get that sh*t off asap if you can help it..
if it's at all easy to do (depending on the shape of your exhaust bolts) i would consider pulling it off the car and giving it a big ass scrub with some of the other guy's methods for sure.

you shouldn't leave it on there until it burns itself away, that's bad for your lungs. i agree with the guys who say use paint thinner or anything like acetone. but wear a gas mask or at least a paiter's mask so you don't die of lung cacer. i would also suggest a scotch pad or metal brillo pad to scrub it off... won't damage your piping or scratch it. hope it comes off...
+1 I used a steel wool pad to get all the burnt plastic off. I scratched the hell out of my exhaust pipe but its ok. Its under the car and no one will see it. FYI I waited about a week and half for the smell to go away and it didn't.
I ran over a plastic bag thinking nothing of it back when I had a civic (looong time ago) but still remember how it stuck on the muffler and made it look disgusting. I tried all kinds of cleaners but nothing made it come off.
Ever since I swerve around any kind of debris.
Good luck to you. Maybe use as an excuse to get a new exhaust

The OEM exhaust is a bitch to remove and reinstall but that's the best way to get at the bag. I used a 1" wide wood chisel, then a metal file and finally some carb cleaner to get 100% of that shit off. Even with just a little plastic, the smell takes forever to go away. Chicks are not impressed by cars that smell like an electrical short circuit.
