I saw the bottem of my car for the first time today. My question is what is that little pipe that shoots off just after the cat? It's about 8" long, and sealed with a cap. Even the tech didn't know what it was.

Im pretty sure its meant to tune the sound of the exhaust.

I've heard it reduces resonance and vibration.

It's a resonator similar to the resonators on intakes.

It's tuned so that the inherent pulses from the headers work in favour of exhaust flow rather than against it.

if you were to cut the pipe off, what would happen to the sound? wouldn't it increase b/c it's a resonator?
