Default right rear wheel ticking erratically

hi guys my right rear wheel ticks like crazy only when I'm moving and gets faster as i drive faster so i know it a rotating part. my friend and i took off the wheel and listened with the car fully jacked and turned on. couldn't figure out wether it was from the cv boot or of f it was from the hub. also i don't know if its normal but my rear wheels were spinning by themselves slowly without the car in gear just in neutral. is this normal? and please if anyone can tell me what that rear ticking noise is sounds like it coming from the center of the hub but can't really tell.
thanks all input is appreciated.

i havent torqued the axle nuts if thats what yo mean and i know for a fact that its not the axle coming in and out of the wear spots because i also have that noise but this noise is coming from closer to there rim or outer cv joint boot. i wanna torque the axle nuts but don't know how to put 220 lbs. of torque on the nut lol and if i do it with an impact gun i don't how to measure if I'm putting 220 pounds on that sucker. I'm here to learn lol

Well if it's really two different problems, I'd fix both

For the axle nut, do what Billman says here:
