Default Steering angle code 84-1

Hey guys I have a 2007 s2000 and am getting the visa light for 84-1. My steering angle sensor is reading -523 when straight so I can’t do a relearn. My question is do I replace the clock spring or the torque sensor on the steering rack? Thanks
