Default Stock exhaust is strange

I put my car on the hoist today to make a JIG for my turbo manifold and I was looking at the exhaust. In the rear of the car, in between the cat and the resonator, there is a pipe sticking out about 6

I asked the same question to my friends uncle that has his own muffler shop. It's a resonator/balancer to keep the noise and buzzing noise down.

Air swirls around in such a pipe, and Honda used it to "fine tune" the exhaust note, as well as keeping buzzing down.

If you remove that pipe, you will hear a droning resonance at a certain RPM (probably around 4K).
