Try this, use a center punch or a nail set to drive the stem through the back of the rivet instead of trying to drill it or pry it out. The piece will come out the back side and remain in the bar. To get the pieces out of the bar, pull off the plastic end caps on the front bar and blow them through the other side. The rear bar does not have plastic end caps so those will fall out when putting the top up/down or when driving, nothing to be concerned about.
