Nevertheless, like I said, if the people (Honda) who put that limiter into the car think it's OK to go beyond a certain rpm at that temp (water and oil), that should be good enough for most people. But like you said, each owner must be his/her own judge on what will keep them in the comfort zone.

NO its not against the law to warm-up your car.
But it is to do so idling in your driveway.
Much like idling when getting ice of the windows in winter after cold start.
