What is this thing connected to our vacuum lines?

What is this thing connected to our vacuum lines?
OK so it might be a stupid question... but attached to the vacuum lines on the side of the cross member in front of the engine is a couple of little devices that hiss when my car is on. I dont know if it really has to be there cause frankly i could do without the extra lines in the engine compartment. Any info on this alien device would be much appreciated!!
