The normal setup for anyone who's got a knack for detail would be a set of halogen lights. However, I suggest that you always bring the car out into the sun to inspect, in addition to any artificial lighting-- just to cover your bases.

I would always do a small test panel, and determine my steps in advance, so that I know what to expect from other panels, and inspect with my halogens only from then on (as they'll suffice in detecting any major changes between panels).

As per hand held devices, there are certain hand held 'xenons' available. Not sure where, but it's definitely out there.

I have flourescent dual bulb fixtures in my garage that I supplement with a dual halogen setup that shines from the side of the car. Swirls standout when I view the surface from an angle even on my silver accord.

I have 4 flourescent lights overhead in my garage and a 1000 watt dual head halogen. It's also the angle at which you look for the scratches.

I suspect it takes different lights for different colors. I had a white car that I thought had a nice polish job until I looked at it in the shade of the carport on a rainy day. The roof looked like it had stripes across it.

A friends black car looked great in sunlight, but was a mess of swirls under the Mercury Vapor lights in a local parking lot.

I just bought the double barrell Zenon light and tried it on my SPA S2K. I cant see the swirls any better with that than I can in sunlight or under the flourescents in my carport. Next I am going to spend the $25 for a pair of blacklight bulbs and see if that works.
